Nature’s Force vs. Structural Strength
Hurricane Charley made landfall near Cayo Costa, Florida, on August 13, 2004, as a Category 4 hurricane with sustained winds of 150 mph. As the first of four major hurricanes to strike Florida during the 2004 hurricane season, Charley became one of the earliest real-world tests of the state’s enhanced building codes adopted following Hurricane Andrew in 1992.
Research & Analysis
Using insurance claims from more than 5,600 homes in Charlotte County, IBHS evaluated how residences built under Florida’s modern high-wind construction requirements performed compared with homes built before those standards were implemented. The analysis measured claim frequency, interior damage, and claim severity to quantify the impact of stronger building practices under hurricane conditions.
The study found that homes constructed under the post-1996 building requirements experienced substantially fewer insurance claims and significantly lower damage than older homes, providing compelling evidence that stronger building codes, engineering-based design, and effective code enforcement improve hurricane resilience.
