What is Rating the States
Now in its fifth edition, IBHS’s Rating the States report evaluates the 18 states along the Atlantic and Gulf coasts based on residential building code adoption, enforcement, training, education and contractor licensing. In the report, published every three years, each state is rated on a 0–100 scale using data collected from responses to groups of questions focusing on aspects of its building code programs.
The nonprofit Federal Alliance for Safe Homes (FLASH) provides a code look-up tool for all homeowners, so visit https://inspecttoprotect.org/ to learn more about the codes in your area.

Why Rate the States
IBHS’s Rating the States evaluates how a strong residential building code system can reduce damage and provides a roadmap that states can follow to develop or improve their system. Additional benefits of strong, uniform, well-enforced statewide codes include:
- Giving residents a sense of security about the safety and soundness of their buildings.
- Increased resilience and sustainability to improve the performance of the next generation of homes and businesses.
